Tribunal Changes in 2011
The AFL has announced a number of changes relating to the AFL Tribunal for 2011 including one in apparent response to Saint Steven Baker's controversial running battle with Geelong forward Steve Johnson in Round 13 last season.
The Tribunal will now be empowered to use its discretion in sentencing in three key situations known as 'exceptional and compelling circumstances' where to apply set penalties would be inappropriate or unreasonable.

These are where a reportable offence was committed in response to provocation; where a reportable offence was committed in self defence, and where multiple reportable offences arise from the same event or course of conduct.

The last provision fits the Baker-Johnson scenario where the St Kilda veteran was suspended for nine matches after pleading guilty to three separate striking charges and one of misconduct.

The club argued at the time that the compounding penalties of the four charges resulted in a penalty far worse than the offences warranted.

Under the new system, the Tribunal would not be bound to apply the mandated penalty but could use its discretion.

The AFL has also modified the bumping rule so that a player who elects to bump is liable if he makes forceful contact with the head unless the player was contesting the ball and did not have a realistic alternative, or the contact was caused by circumstances outside the player's control and could not be reasonably foreseen.

A third change relates to offences that take place in a grand final.

Currently, a reportable offence sustained during the AFL Grand Final results in the base demerit points being doubled.

For consistency and to achieve effective deterrence, the financial sanctions for the wrestling, taking part in a melee and instigating a melee have now also been doubled.

AFL football operations manager Adrian Anderson said the changes made to the Tribunal system were designed to protect the safety of players, provide fairness and ensure the game continued to be played in the right spirit.
He said the changes were made as part of a general reviews which took into account feedback from all 16 clubs, the AFLPA and AFLUA.
